SUMMARY
Synopsis of Bill
This bill appropriates $25.0 to SDE to conduct a study to determine the feasibility of an additional high school in the Northern district of the Bernalillo school district in Sandoval County.
Significant Issues
The State Department of Education indicates that this bill would be implemented through a request for proposal and selection of an independent contractor or through a joint powers agreement with the Bernalillo school district.
FISCAL IMPLICATIONS
This bill appropriates $25.0 from the general fund for expenditure in fiscal year 2000. The funds shall be used to conduct a feasibility study of an additional high school in Bernalillo. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund.
ADMINISTRATIVE IMPLICATIONS
The State Department of Education indicates that additional staff time would be required to work on the feasibility study and perform associated administrative duties.
OTHER SUBSTANTIVE ISSUES
SDE indicates that feasibility studies are usually undertaken by a local school board's contracted architect when updating the district five-year facility master plan.
