SUMMARY
Synopsis of Bill
The bill would appropriate $350.0 general fund in FY99 and FY2000 to the General Services Department to acquire and implement a voice identification software system and integrate it into the existing state interactive voice response system to share information across state agencies, assure the integrity and confidentiality of information and provide a means of allowing public access to a citizen's personal records on a secure and confidential basis. Unexpended balances remaining at the end of FY2000 would revert to the general fund.
FISCAL IMPLICATIONS
It is not clear if this appropriation would be sufficient to accomplish the goals of this bill. The new system would likely incur some recurring operating costs including hardware and software maintenance and other operating expenses.
ADMINISTRATIVE IMPLICATIONS
The General Services Department has not submitted comments, so it is not possible to identify potential administrative implications from this bill.
