SUMMARY



Synopsis of Bill



This bill appropriates $50.0 to SDE for a training and certification program for private school bus inspectors.



Significant Issues



For the past three years, local school districts paid for school bus inspections with funds from their transportation distribution and were performed by Department of Public Safety (DPS), Motor Transportation employees during their off-duty hours. According to SDE, school bus inspections are conducted twice a year in each school district. The SDE Transportation staff currently provide training and certification of school bus inspectors.



The State Board of Education requested $320.0 for a school bus safety inspection program for fiscal year 2000. The LFC did not recommend the request for additional funds for a school bus safety inspection program but rather recommended that DPS employees continue to perform inspections, paid from school districts transportation funds, and that SDE continue to use existing resources and staff to provide the necessary training and certification for school bus inspectors.



FISCAL IMPLICATIONS



This bill appropriates $50.0 from the general fund to SDE for expenditure in fiscal year 2000. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund.
