SUMMARY



Synopsis of Bill



House Bill 705 appropriates 195.0 from the general fund to the behavior health services division of the Department of Health in FY 2000 for the purpose of contracting for alcoholism treatment services in Embudo, Mora and Las Vegas areas of New Mexico.



Significant Issues



Substance abuse is a serious problem in northern New Mexico and is the most difficult problem to overcome for those seeking help. In statistics supplied by the Human Services Department, substance abuse is the leading factor that disqualifies applicants from obtaining employment under the Welfare to Work Program. The lack of in-patient treatment beds is another significant problem for northern New Mexico as the closest public in-patient facility is the Las Vegas Medical Center.



FISCAL IMPLICATIONS



The department has the necessary fiscal controls to properly administer the provisions of these contracts.





ADMINISTRATIVE IMPLICATIONS



Administration of these monies is within the budgeted capacity of this department.
