SUMMARY



Synopsis of Bill



The bill would appropriate $75.0 general fund in FY2000 to the Office of Cultural Affairs (OCA) to provide equipment, teaching materials and supplies, instructional assistance and travel for the Hispanic folklore dance workshops at the annual international mariachi conference in Las Cruces, New Mexico. Unexpended balances remaining at the end of FY2000 would revert to the general fund.



Significant Issues



The bill would help support Hispanic folklore dance workshops at the annual international mariachi conference in Las Cruces. These workshops would help preserve and share Hispanic cultural traditions.





FISCAL IMPLICATIONS



The OCA does not anticipate a need for additional resources to administer these funds.

The OCA does not anticipate administrative changes would be required to administer these funds.



CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP



This bill duplicates SB170.



OTHER SUBSTANTIVE ISSUES



According to OCA, there is a marginal concern that passage of this bill could be affected by the anti-donation clause of the New Mexico Constitution if the funding is specifically set aside for a particular organization. Additionally, the Mariachi Workshop currently receives funding from the New Mexico Arts Division, a division of OCA, so an issue of double-dipping could arise.
