SUMMARY
Synopsis of Bill
House Bill 529 appropriates $2,000.0 to SDE for support and development, implementation and evaluation of school-based performing and visual arts education programs in elementary schools.
Significant Issues
The State Department of Public Education and Office Of Cultural Affairs shall establish a process for schools to apply for funding.
The bill requires pilot programs to implement the State Board of Education's content standards and benchmarks for the visual and performing arts. SDE indicates this bill will assist elementary schools in the implementation and integration of the performing and visual arts across the curriculum.
Each applicant is required to perform a results-based evaluation.
FISCAL IMPLICATIONS
House Bill 529 appropriates $2,000.0 from the general fund to SDE for expenditure in fiscal years 2000 and 2001. Funding is to be distributed to local school districts to support up to 20 elementary school-based performing and visual arts education pilot programs.
The application for funds may be used to support the following: direct instruction, including personnel; professional development for elementary teachers; curriculum development; and community partnerships.
ADMINISTRATIVE IMPLICATIONS
This bill requires SDE and OCA to collaborate in establishing the application process.
SDE and OCA indicate that additional staff is not necessary for this project.
