SUMMARY
Synopsis of Bill
House Bill 495 appropriates $500.0 from the general fund to SDE for the purpose of creating a consortium of educators to improve student achievement and educational success of Native American students.
Significant Issues
The consortium shall coordinate a systematic approach to improve math and science proficiency, increase completion of high school and post-secondary school education and develop ways to reduce factors that impede educational performance of Native American students.
Members of the consortium shall be comprised of representatives of tribal governments with students in New Mexico, tribal education offices that work with students in New Mexico, the State Board of Education, the State Department of Public Education, public elementary, middle and secondary schools that serve large populations of Native American students and post-secondary educational institutions, including tribal or federally created schools, serving Native American students.
FISCAL IMPLICATIONS
House Bill 495 appropriates $500.0 from the general fund to SDE for expenditure in fiscal year 2000. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund.
OTHER SUBSTANTIVE ISSUES
Included in the public school support package for fiscal year 2000, the State Board of Education requested $500.0 to fund a consortium for Indian education. According to SDE, this request included $130.0 for 2 additional staff and $120.0 to contract with a private firm or individual.
