SUMMARY
Synopsis of Bill
This bill appropriates $417.0 to the Board of Regents of the University of New Mexico for the purpose of enhancing the use of technology in the classroom through faculty development and the development of a joint teacher institute with the Albuquerque Public Schools (APS).
FISCAL IMPLICATIONS
The appropriation of $417.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY00 shall revert to the general fund.
ADMINISTRATIVE IMPLICATIONS
The funding proposed in this bill would be used to hire 7.75 FTE at UNM. The SDE notes an impact on staff at APS to coordinate the project with UNM.
CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP
This bill relates to House Bill 187 and Senate Bill 213 which both establish professional development programs focused on technology.
OTHER SUBSTANTIVE ISSUES
According to the CHE, the project proposed in this bill was included in the special project request made by the institution. This project is congruent with the outcomes of a Roundtable on Teacher Preparation and Development which seek to develop a statewide action plan which strengthens teacher supply and quality. Matching funds for this project have been awarded by a private foundation.
According to the SDE, APS has made a significant investment in the hardware infrastructure. Additional funding for professional development is critical if teachers and students are to capitalize on this investment.
