SUMMARY



Synopsis of Bill



The bill creates a joint interim legislative "land grant committee" comprised of eight members, four from the house and four from the senate, appointed by the Legislative Council so as to give proportionate representation of the two major political parties as prevails in each house. The bill provides that members may be removed for nonattendance.



The purpose of the committee is to examine laws, regulations and court decisions governing land grants in New Mexico and to gather testimony from land grant heirs and from other community groups to develop an understanding of the issues at hand.



The bill provides for the creation of subcommittees.



Finally, the bill requires the committee to report its findings and recommendations for consideration of the 2001 legislature by December 15, 2000.



The bill contains an emergency clause.







Significant Issues



The interim committee could improve understanding and statutes regarding New Mexico land grants.



FISCAL IMPLICATIONS



The bill appropriates $20.0 for expenditure in FY2000 and FY2001 to pay salaries and expenses of staff and per diem and mileage of the committee. Unexpended and unencumbered balances remaining at the end of FY2001 revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



Staff for the committee is to be provided by the Legislative Council Service.



OTHER SUBSTANTIVE ISSUES



The bill might be amended to recognize the potential impact of pending federal legislation with regard to New Mexico land grants among the topics studied by the committee.
