SUMMARY



Synopsis of Bill



House Bill 413 appropriates $500,000 from the general fund to the New Mexico Office of Indian Affairs to contract with the Navajo Nation for provision of emergency management services for the areas of the Navajo Nation located in New Mexico.



Significant Issues



The New Mexico Office of Indian Affairs currently funds $300,000 for a similar emergency management program for Navajo Nation chapter houses located in McKinley and San Juan Counties. The current year appropriation includes costs for personnel, office space and some emergency care and assistance. According to the New Mexico Office of Indian Affairs and the Navajo Nation, the additional funding in House Bill 413 would be directed for emergency care and assistance services. Due to the rural nature of the location of the chapter houses within the Navajo Nation, without emergency services, the response time for emergencies may vary from hours to days if such programs are not supported. Passage of this bill will greatly enhance the emergency management capabilities of the Navajo Nation.



FISCAL IMPLICATIONS



There would be a minimal impact to the Office of Indian Affairs.



ADMINISTRATIVE IMPLICATIONS



The Office of Indian Affairs would enter into a Joint Powers Agreement with the Navajo Nation to provide the services intended in House Bill 413.
