SUMMARY
Synopsis of Bill
House Bill 382 appropriates 150.0 in general fund to the Department of Health in FY 2000 to implement a twelve-month dual-diagnosis psychiatric and addictive disorders program at the Las Vegas Medical Center.
Significant Issues
At the present time, some patients of the Las Vegas Medical Center enter into either the programs for the mentally ill or into in-patient substance abuse settings. These patients are in need of services from both disciplines and this program would provide initial funding to do this integrated approach.
Although the dual-disorder program has just started in January 1998, this four phase treatment program is comprehensive in its approach. Monies appropriated in this bill would fund phase three of the project which is the residential component-a six to nine month program where clients have the option of moving into a four-bed home in the community. Skills necessary for finding and keeping a job are taught in this phase.
ADMINISTRATIVE IMPLICATIONS
Administration of these monies is within the budgeted capacity of the Department of Health.
OTHER SUBSTANTIVE ISSUES
It is estimated that 40% of the admissions to the Las Vegas Medical Center are individuals with a co-occurring addictive disorder.
