Synopsis of Bill
House Bill 340 appropriates $100.0 to four state agencies to be used for the creation of a child care center in Las Cruces. The Department of Labor, Children, Youth and Families Department, Economic Development Department and the Human Services Department would each receive $25.0. The childcare center would provide childcare during non-traditional hours.
Significant Issues
According to the department's it may not be efficient to appropriate the funds to four agencies, as CYFD is the agency responsible for managing and monitoring childcare in New Mexico.
According to CYFD, the department does not operate childcare centers, these services are provided through vendor payments to private individuals or organizations or through contracts with private organizations after completing a procurement process.
FISCAL IMPLICATIONS
House Bill 340 appropriates $100.0 from the general fund to four state agencies and would be recurring.
ADMINISTRATIVE IMPLICATIONS
CYFD already monitors contracts for childcare services.
OTHER SUBSTANTIVE ISSUES
According to CYFD, the department has encountered problems finding childcare centers willing to provide non-traditional child care hours.
