SUMMARY
Synopsis of Bill
This bill appropriates $150.0 to the Commission on Higher Education for the purpose of providing summer institutes and on-going assistance to New Mexico teachers in promoting the teaching of geography. This appropriation is contingent upon matching funds and a donation of instructional geography materials from the National Geographic Society.
FISCAL IMPLICATIONS
The appropriation of $150.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY00 shall revert to the general fund.
ADMINISTRATIVE IMPLICATIONS
According to the CHE, the project proposed in this bill will have an administrative impact on the agency as staff resources are currently limited.
DUPLICATION
This bill duplicates Senate Bill 294.
OTHER SUBSTANTIVE ISSUES
According to the CHE, the project proposed in this bill was funded at one time through the University of New Mexico which did not request funding for it this year. According to the New Mexico Geographic Alliance, the program has been funded through matching grants from Goals 2000 and from the National Geographic Society - $50.0 in funds and $25.0 in-kind support. The Alliance seeks to expand the program this year.
