SUMMARY



Synopsis of Bill



This bill appropriates $150.0 to the Board of Regents of the University of New Mexico to conduct a community needs analysis to determine how to develop a long-range plan on how to expand the UNM Taos Education Center as well as to investigate additional funding sources.



Significant Issues



According to the CHE, UNM Taos currently operates as an Off-Campus Instructional Center, Section 21-14A NMSA 1978. The CHE has received an application from UNM to change the status of UNM-Taos to a Branch Community College, Section 21-14 NMSA 1978. After a CHE hearing in January, the CHE has tabled the proposal to allow UNM time to do further planning and to complete the application. Because the proposal was not included in the special projects requested by the institution, the CHE does not recommend funding for this project.



According to an Attorney General's letter dated December 31, 1998, the proposal to change UNM-Taos from an Off-Campus Instructional Center to a Branch Community College requires legislative approval. Any change in funding from that which supports Off-Campus Instructional Centers to that which supports Branch Campuses must be approved by the Legislature.



FISCAL IMPLICATIONS



The appropriation of $150.0 contained in this bill is a non-recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY00 shall revert to the general fund.
