SUMMARY
Synopsis of Bill
House Bill 235 appropriates $1,250.0 to contract for an expansion of program alternatives to incarceration for youth.
Significant Issues
The bill mandates that a statewide evaluation of the entire juvenile corrections program be conducted as part of the contracted services.
According to CYFD, the Juvenile Justice Division currently has contract dollars to provide Alternatives to Youth Incarceration for pre-adjudicated youth. The funding currently allotted is $250.0. The bill would appropriate additional funding to enhance the program and would give the department flexibility to provide treatment to special needs youth in the criminal justice system.
FISCAL IMPLICATIONS
House Bill 235 appropriates $1,250.0 from the general fund and is recurring.
ADMINISTRATIVE IMPLICATIONS
According to the department, contracting for services and expansion of program alternatives would have minimal impact as CYFD currently has staff and processing in place.
