SUMMARY
Synopsis of Bill
House Bill 188 appropriates 500.0 from the general fund to the Department of Health in FY 2000 to implement a medication aides program to assist developmentally disabled individuals living in intermediate care facilities and in the future, in group homes and individual homes. Certification and training of these aides is provided by personnel of the Board of Nursing which certifies the content of the training programs and administers the certification of the individual aides.
Significant Issues
The purpose of the proposed legislation is to expand the program beyond the intermediate care facility into other living settings. In order to do this, the training program would need to be expanded and the Nurse Practice Act revised to accommodate these changes
FISCAL IMPLICATIONS
The 500.0 appropriation is eligible for federal medicaid match at the 50% rate so the program would total 1.000.0 in size. Needed training and administration of the program would be paid for with these funds. Funding would be necessary to provide the necessary resources for the Board of Nursing to provide the necessary training and certification administration as well as to go to public hearing to revise their regulations.
ADMINISTRATIVE IMPLICATIONS
The Department of Health has the necessary resources to administer this program. However, the federal waiver that the Department of Health is utilizing will need to be amended and the department must plan enough lead time to assure there are no delays in program implementation.
OTHER SUBSTANTIVE ISSUES
The Nurse Practice Act will necessarily be amended to accommodate these changes in the practice setting of these medication aides.
