Synopsis of Bill
House Bill 163 appropriates $65.0 from the general fund to CYFD to support the Youth Build Program in Bernalillo County.
Significant Issues
The Youth Program services include training and leadership opportunities for high-risk youth, construction of affordable housing and community revitalization in Bernalillo county.
FISCAL IMPLICATIONS
House Bill 163 contains an appropriation of $65.0 for FY00. Unexpended funds will revert to the general fund and is recurring. The Executive and LFC budget recommendations do not include this program funding.
ADMINISTRATIVE IMPLICATIONS
According to CYFD, administrative impact would be minimal as the department already has in place a process and FTE to develop and monitor a community-based contract.
OTHER SUBSTANTIVE ISSUES
CYFD indicates that currently $128.3 is funded for an Urban Construction Program in Bernalillo County. Passage of House Bill 163 would create two similar programs. The department raises concern that the appropriation is not sufficient to operate a program. They suggest that combining the two appropriations would be more efficient.
House Bill 163 appropriates to a specific program and could violate procurement code regulations.
