Synopsis of HAFC Amendment
The House Appropriations and Finance Committee amendment strikes the HEC amendment, reduces the appropriation by $30.0, strikes general fund and replaces with revenue received from gifts, grants, donations or bequests specified for an environmental coordinator position. The amendment also specifies the membership of the Environmental Education Advisory Council, and the purpose of the environmental education coordinator.

House Bill 162 appropriates $80.0 to SDE for the purpose of funding the full-time position of environmental education coordinator.
Significant Issues
According to SDE, in 1997, the New Mexico Legislature passed House Joint Memorial 45 which requested the State Land Office to continue to partner with private, public and nonprofit entities for the purpose of furthering the status of environmental education in kindergarten through twelfth grade in New Mexico. The need for an Environmental Education Coordinator was identified as a result of House Joint Memorial 45 and previous memorials which reviewed the status of environmental education in New Mexico.
FISCAL IMPLICATIONS
House Bill 162 appropriates $80.0 to SDE for expenditure in fiscal year 2000. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund.
ADMINISTRATIVE IMPLICATIONS
This bill creates a new position, Environmental Education Coordinator at SDE. The department will be required to develop the roles and responsibilities for this new position.
