SUMMARY



Synopsis of Bill



House Bill 82 would direct CYFD to develop and implement a child care pilot project for participants of the New Mexico Works Program. This bill would reimburse licensed or registered providers, even if the provider is related to the child. Item B under section 1, states " provided that the minor member of the benefit group and the child-care provider are not related closer or beyond the second degree of consanguinity or affinity."



Significant Issues



Currently, no in-home providers are reimbursed for child care. The department indicates that this type of program will cause an increase in the number of families who will want to become registered or licensed provides.



FISCAL IMPLICATIONS

House Bill 82 does not contain an appropriation. The department will use the Child Care Development Fund to pay for this pilot project.



ADMINISTRATIVE IMPLICATIONS



The department will use current licensing staff to certify and monitor additional providers.
