SUMMARY



Synopsis of Bill



The bill enacts the Family Involvement Act to the Public School Code. This will create the Family Involvement Council and require each local school board to establish a family involvement program for each school in the school district.



Significant Issues



According to the State Department of Education, the purpose of the Family Involvement Act is to ensure that family involvement programs are properly designed and implemented while maintaining local flexibility to design a program that best meets the needs of the local community.



The Family Involvement Council will be an advisory council to the State Department of Education. The State Superintendent of Public Instruction will appoint a nine-member council to three-year terms. A State Department of Education employee shall be the chairman of the council.



FISCAL IMPLICATIONS



The original bill does not include an appropriation in its language. However, the State Department of Education indicates that the cost per year for this council will be $11.5 per year. This is for travel and per diem. The Agency indicates that they wish the bill would be amended to include the funding.



ADMINISTRATIVE IMPLICATIONS



The State Department of Education indicates that the SDE staff will have to perform programmatic duties such as an employee serving as chairman, providing technical support to school districts, as well as coordination and evaluation for the family involvement programs.
