The amendment reduces the appropriation by $73.5 for the master's degree program in Physical Therapy.

The original bill appropriates a total of $3,524.5 to the Board of Regents of the University of New Mexico for the following:
FISCAL IMPLICATIONS
The appropriation of $3,524.5 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY00 shall revert to the general fund.
CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP
This bill relates to House Bill 2 as the LFC recommendation for the UNM Health Sciences Center (UNMHSC) includes an amount of $654.0 for the elimination of indirect cost credit and $316.9 for library acquisitions. This bill also relates to House Bill 153 which appropriates $386.9 to expand the master's in public health degree program at the School of Medicine.
TECHNICAL ISSUES
According to the CHE, Section 21-1-24 NMSA 1978 requires that any graduate program benefitting from state funding must first be approved by the CHE and the State Board of Finance (BOF). The master's degree in physical therapy proposed in this bill has not yet been approved by the CHE nor the BOF.
