SUMMARY

Synopsis of Bill

House Bill 20 appropriates $400.0 to SDE for the purpose of continuing and expanding public high school student and teacher participation in Advanced Placement.

Significant Issues

The State Board of Education request for public school support includes $409.7 in program change to expand the existing Advanced Placement program. This proposal is in addition to the request from the Commission on Higher Education (CHE) and New Mexico Highlands University for the Advanced Placement program in FY2000. For FY2000 the Commission on Higher Education requested maintaining the FY99 level of $202.1 for Advanced Placement program and that funding be consolidated and transferred to New Mexico Highlands University (NMHU).

FISCAL IMPLICATIONS

House Bill 20 appropriates $400.0 from the general fund for expenditure in fiscal year 2000. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund.

The total FY99 budget for Advanced Placement is $202.1 of which $150.0 is budgeted at CHE and $52.1 is budgeted at NMHU. The total request for advanced placement in FY2000 at New Mexico Highlands University is $202.1.

ADMINISTRATIVE IMPLICATIONS

If this legislation is passed, both the State Department of Public Education and New Mexico Highlands University would be responsible for administration of the Advanced Placement program. It is possible that there may be a duplication of effort between SDE and NMHU if the division of responsibility is not clarified.

DUPLICATION/RELATIONSHIP

This bill duplicates Senate Bill 85.

House Bill 2 and Senate Bill 2 include $202.1 for Advanced Placement at New Mexico Highlands University.

OTHER SUBSTANTIVE ISSUES

According to SDE, this program expansion would increase the following: number of high schools with active AP courses; student enrollment in AP courses; the number of students taking AP exams; public outreach and training for high school administrators, counselors, and teachers; and increase recruitment and training of new AP teachers throughout the state.
