FOR CHANGING THE PURPOSE OF A SEVERANCE TAX BOND APPROPRIATION FOR THE PECOS RIVER VILLAGE MULTIPURPOSE BUILDING IN CARLSBAD IN EDDY COUNTY.



The severance tax bond proceeds appropriated to the local government division of the department of finance and administration pursuant to Subsection NNNNNNN of Section 11 of Chapter 118 of Laws 1998 for educational technology, including electrical system upgrades, at the Carlsbad boys= and girls= club in Eddy county shall not be used for that purpose, but are appropriated to the local government division for construction costs of the Pecos River Village multipurpose building in Carlsbad in Eddy county. Any unexpended or unencumbered balance remaining at the end of fiscal year 2003 shall revert to the severance tax bonding fund.
