Mr. President:
Your PUBLIC AFFAIRS COMMITTEE, to whom has been referred
has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:
1. On page 6, between lines 22 and 23, insert the following subsection:
"J. The department shall ensure that applicants and participants are screened to determine if they are victims of domestic violence. Screening may take place at any time, from application up to the point at which the case is scheduled for closure. Whether the applicant or participant self-identifies as a victim of domestic violence, requests one of the waivers available to a victim of family violence or presents indicia of family violence requiring further inquiry on behalf of the department, the department shall notify the applicant or participant about the procedures to apply for a waiver due to family violence. Notifications shall be both verbal and in writing and shall include:
(1) a definition of family violence, including examples of acts and circumstances which may constitute family violence;
(2) an explanation of the availability of exemptions from program requirements; and
(3) an explanation of the procedures to appeal the denial of an exemption.".
2. Reletter the succeeding subsections accordingly.
