has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 14, between lines 19 and 20, insert the following new section:

"Section 5. DELAYED REPEAL.--The provisions of this act are repealed effective July 1, 2004.".

2. Renumber the succeeding section accordingly.

and thence referred to the PUBLIC AFFAIRS COMMITTEE.
