2. On page 1, lines 11 through 13, strike from "AMENDING" up to the period and insert in lieu thereof "INCREASING THE CAP ON ANNUAL RETIREE BASIC PLAN PREMIUM INCREASES".

3. On pages 2 and 3, strike Subsection C in its entirety.

4. Reletter the succeeding subsection accordingly.
