MAKING AN APPROPRIATION FOR STATE-FUNDED NEW MEXICO HEAD START FOR CHILDREN ELIGIBLE TO RECEIVE TEMPORARY ASSISTANCE FOR NEEDY FAMILIES FUNDING.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. APPROPRIATION.--Five million dollars ($5,000,000) is appropriated from the general fund to the children, youth and families department for expenditure in fiscal year 2000 for the purpose of funding the state-funded New Mexico head start program to serve children eligible to receive temporary assistance for needy families funding, including children eligible pursuant to Section 27-2B-12 NMSA 1978. Expenditure of any of the appropriation is contingent upon certification by the secretary of human services to the secretary of finance and administration that the children, youth and families department has entered into an agreement that provides for appropriate administrative and accounting procedures and oversight by the human services department to ensure that expenditures will meet all federal and state requirements for maintenance of effort. The appropriation shall not be expended for any purpose that may jeopardize its classification as maintenance of effort. The appropriation shall be reported by the human services department as maintenance of effort. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund.
