MAKING AN APPROPRIATION TO THE GENERAL SERVICES DEPARTMENT TO ESTABLISH A VOICE IDENTITY ASSURANCE SYSTEM TO PROVIDE FOR SECURE AND CONFIDENTIAL ACCESS TO INFORMATION AND RECORDS OF STATE AGENCIES; DECLARING AN EMERGENCY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. APPROPRIATION.--Three hundred fifty thousand dollars ($350,000) is appropriated from the general fund to the general services department for expenditure in fiscal years 1999 and 2000 to acquire and implement a voice identification software system and integrate it into the existing state interactive voice response system in order to share information across state agencies, assure the integrity and confidentiality of information and provide a means of allowing public access to a citizen's personal records on a secure and confidential basis. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund.
