A MEMORIAL

REQUESTING ALL STATE AGENCIES WITH AUTHORITY TO REGULATE TRANSPORTATION IN THE STATE TO ORGANIZE AND STUDY THE CURRENT PROCEDURES FOR THE REGULATION OF TRANSPORTATION IN NEW MEXICO AND POSSIBLE METHODS OF IMPROVING THE CURRENT SYSTEM.



WHEREAS, currently the authority to regulate New Mexico's transportation needs is divided among several state agencies; and

WHEREAS, the technological capabilities among the various agencies with authority to regulate transportation needs in the state are currently incompatible; and

WHEREAS, there is a need for all state agencies with authority to regulate transportation in the state to organize and study the current procedures whereby each agency is regulating transportation; and

WHEREAS, there is a need for all state agencies with authority to regulate transportation in the state, as well as representatives from the transportation industry in the state, to determine if the current method of distributing the transportation authority among various state agencies is the most efficient method or whether there are better methods such as deregulation or the consolidation of transportation regulation under the authority of one agency;

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that all state agencies currently regulating transportation needs in the state organize and study the current procedures and authority among the various agencies and possible methods of improving the current system; and

BE IT FURTHER RESOLVED that the agencies study the feasibility of continuing to regulate transportation in New Mexico by distributing the authority among the various agencies, deregulation or consolidation of the transportation regulation under one authority; and

BE IT FURTHER RESOLVED that the agencies, as well as representatives from the transportation industry in the state, determine how to improve their current technology so as to share transportation information among the agencies; and

BE IT FURTHER RESOLVED that the agencies report the results of their study to the appropriate interim legislative committee receiving reports on transportation issues prior to the next legislative session; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the state highway and transportation department, the public regulation commission, the department of public safety, the taxation and revenue department, the state transportation division and the appropriate interim legislative committee authorized to hear a report on transportation issues.
