A MEMORIAL

REQUESTING THAT THE RECORDS OF THE PUBLIC REGULATION COMMISSION BE MADE AVAILABLE THROUGH ELECTRONIC MEDIA.



WHEREAS, the public should have the opportunity to become informed and to effectively participate in the proceedings of the public regulation commission; and

WHEREAS, the time-consuming and costly process of visiting the public regulation commission offices and making copies can be a barrier to effective citizen participation in public regulation commission proceedings; and

WHEREAS, public participation will be encouraged and enhanced by the ability to review and obtain public records through the internet, thus enabling broad public access in a cost-effective and efficient manner; and

WHEREAS, sharing information with the legislature, the office of the attorney general and other government agencies will be more efficient and cost-effective through electronic media;

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the public regulation commission be requested to enhance its internet website to provide public electronic access to records that are currently available for review at the commission offices, including filings, case summaries and analyses, docket calendars, hearing transcripts, notices and procedures for public comment and to accept the electronic submission of public comment as part of the official record; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the members of the public regulation commission.
