AN ACT

RELATING TO HEALTH; CREATING THE NORTHERN NEW MEXICO SUBSTANCE ABUSE TREATMENT PILOT PROJECT.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. NORTHERN NEW MEXICO SUBSTANCE ABUSE TREATMENT PILOT PROJECT.--

A. The department of health shall establish the northern New Mexico substance abuse treatment pilot project to run until June 30, 2004.

B. The northern New Mexico substance abuse treatment pilot project shall provide inpatient substance abuse treatment to any resident of Rio Arriba or Santa Fe county who voluntarily admits himself. The treatment shall:

(1) include daily counseling and therapy sessions;

(2) provide limited visitor interruption;

(3) include an employment skills component that provides all of the necessary support to lead to success in employment;

(4) last at least three months;

(5) provide necessary medications; and

(6) not report any of its patients to any law enforcement agency.

C. The department of health shall seek federal funding to support and supplement the northern New Mexico substance abuse treatment pilot project.

D. The department of health shall annually report by December 1 to the legislature on the progress of the northern New Mexico substance abuse treatment pilot project. The department shall request funding for the northern New Mexico substance abuse treatment pilot project in each of its budget requests for fiscal years 2001 through 2004.
