Honorable President and Members of the Senate:

I have this day VETOED and am returning SENATE BILL 616, as amended, with certificate of correction, enacted by the Forty-Fourth Legislature, First Session, 1999.

This legislation creates the Transportation Coordinating Council. I have vetoed this bill because the analysis and coordination of government funded transportation services and the efficient operation of those services should be the goal of each of the proposed members of this council. The membership of the Council would be current members of state agencies. It is my belief that through some effort and communication the tasks and objectives of this legislation can be met through joint powers agreements, cooperative purchasing agreements, memorandums of understanding and plan common sense. We do not need a law to get this done.
