Honorable President and Members of the Senate:

I have this day VETOED and am returning SENATE BILL 341, enacted by the Forty-Fourth Legislature, First Session, 1999.

This legislation ostensibly was for the purpose of extending the sunset on various boards and commissions. Unfortunately, the repeal of the sunset of the Collective Bargaining Act was also included in this bill. Extending the life of collective bargaining should properly be addressed and voted on by the legislature in a separate bill. The legislative process envisions legislation passing or failing on their own merit rather than being attached to totally unrelated legislation. Accordingly, I am vetoing this bill.
