Honorable President and Members of the Senate:
I have this day VETOED and am returning SENATE BILL 304, as amended, enacted by the Forty-Fourth Legislature, First Session, 1999.
This legislation proposes a new section be added to the Insurance Code requiring every
managed health care plan provider, either directly or through the employer, to notify
persons as to the availability of chiropractic services. Equally objectionable, this
legislation establishes a
"non-allopathic care task force" to advise the Department of Health. Neither the
managed care industry nor the department require this legislation to deliver efficient and
effective health care services.
