Honorable President and Members of the Senate:

I have this day VETOED and am returning SENATE BILL 210, as amended, enacted by the Forty-Fourth Legislature, First Session, 1999.

This legislation amends the Public Building Energy Efficiency and Water Conservation Act to allow the use of "special funds" and "utility savings" to make lease purchase contract payments authorized by that act. This bill is identical to House Bill 425, as amended which was passed by the Forty-Fourth Legislature and which I have already signed. Accordingly, I have vetoed this legislation in order to avoid a potential conflict.
