I have this day VETOED and am returning HOUSE JUDICIARY COMMITTEE SUBSTITUTE FOR HOUSE BILL 848, as amended, enacted by the Forty-Fourth Legislature, First Session, 1999.

This bill amends the Mandatory Financial Responsibility Act (MFRA) to include a new section describing a "certified motor vehicle liability policy." The legislature recently repealed all references to "certified motor vehicle liability policies" from the MFRA. Prior to 1983 these policies were in limited use and have since ceased to exist as an insurance product. Reference to these policies in state law through this legislation would therefore serve no perceivable purpose.
