I have this day VETOED and am returning HOUSE BILL 545, enacted by the Forty-Fourth Legislature, First Session, 1999.

This legislation requires the Public Regulatory Commission to review Public Utility Commission rules that became effective in 1998. By December 31, 1999, current law requires the Public Regulatory Commission to review all rules of the Public Utility Commission and the State Corporation Commission by July 1, 2003. I believe the Public Regulatory Commission is in the best position to prioritize the review of the rules of both the Public Utility Commission and State Corporation Commission.
