I have this day VETOED and am returning HOUSE BILL 529

enacted by the Forty-Fourth Legislature, First Session, 1999.

This legislation appropriates $2 million from the General Fund to the State Department of Education to establish a pilot program for visual and performing arts in elementary schools. This bill has been vetoed because the establishment of such programs is already within the purview of local school boards. The creation of another special program would only further dilute public school funds. Additionally, our children deserve real education reform prior to the intiation of any new programs.
