Honorable Speaker and Members of the House:

I have this day VETOED and am returning HOUSE BILL 492, as amended,

enacted by the Forty-Fourth Legislature, First Session, 1999.

This legislation would allow minors to consent to prenatal, delivery and postnatal care by a licensed health care provider thereby removing parents from the equation. This legislation is vetoed because government should not erode parental involvement and discretion.
