I have this day VETOED and am returning HOUSE BILL 357, enacted by the Forty-Fourth Legislature, First Session, 1999.

This legislation would expand the membership of the Juvenile Parole board from three to five members. Additionally, it would mandate a parole hearing for every juvenile committed to a CYFD facility within forty days of their placement. Additionally, the mandate of a parole hearing would potentially inhibit CYFD from completing rehabilitation programs within their facilities thereby possibly diminishing the sanction component imposed for delinquent acts.
