Honorable Speaker and Members of the House:

I have this day VETOED and am returning HOUSE BILL 140, as amended, enacted by the Forty-Fourth Legislature, First Session, 1999.

This legislation creates a commission on African American Affairs. My administration has consistently rejected attempts to create additional commissions. I believe it is unnecessary to create a new commission which grows government in order to accomplish their goals. My views on this subject were clearly expressed to the proponents of this legislation and I must regretfully veto it because it contains a commission and a fund to accept appropriations of the legislature.
