I have this day VETOED and am returning HOUSE BILL 137 with certificate enacted by the Forty-Fourth Legislature, First Session, 1999.

This legislation requires the Human Services Department to exclude services for the developmentally disabled from the Medicaid Managed Care Program. The Managed Care model, Salud, has allowed New Mexico to implement state-of-the-art, cost effective service models for these individuals. Given the needs of individuals receiving care, it is imperative that the state not disrupt this successful program.
