Honorable Speaker and Members of the House:
I have this day VETOED and am returning HOUSE BILL 88
enacted by the Forty-Fourth Legislature, First Session, 1999.
This legislation appropriates $1 million from the general fund to the Division of
Vocational Education of the State Department of Education for high school vocational education. This program is vetoed because it establishes an recurring cost program with its attendant bureaucracy that has little, if any, chance of achieving results that justify the ongoing expense.
Additionally, I firmly believe our children deserve real education reform before we consider
Adding or expanding programs in our public schools.
