Honorable Speaker and Members of the House:

I have this day VETOED and am returning HOUSE BILL 21, as amended

enacted by the Forty-Fourth Legislature, First Session, 1999.

This legislation would have provided for repayment of certain debt incurred by teachers in exchange for re-locating to under-served parts of the state. This legislation is vetoed because it proposes an unnecessarily complex and bureaucratic statewide approach to a problem that should be addressed locally.
