0001| HOUSE MEMORIAL 1 | 0002| 43RD LEGISLATURE - STATE OF NEW MEXICO - FIRST SPECIAL SESSION, 1998 | 0003| INTRODUCED BY | 0004| Ben Lujan | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A MEMORIAL | 0011| REQUESTING THAT THE STATE DEPARTMENT OF PUBLIC EDUCATION | 0012| ENDORSE AND COORDINATE WITH THE PUBLIC SCHOOLS A FEDERAL, | 0013| STATE, COUNTY AND MUNICIPAL GOVERNMENT-SCHOOL PILOT PROGRAM. | 0014| | 0015| WHEREAS, a chronic shortage of qualified substitute | 0016| teachers exists in the public school system; and | 0017| WHEREAS, it is difficult for public schools to attract | 0018| qualified substitute teachers when the schools cannot provide | 0019| high pay, job security or benefits to substitute teachers; and | 0020| WHEREAS, the lack of substitute teachers frequently | 0021| requires classes to be combined or to be put in the charge of | 0022| unqualified people; and | 0023| WHEREAS, government employees and retired employees | 0024| comprise a large pool of highly qualified potential substitute | 0025| teachers; and |

0001| WHEREAS, the national governor's association has endorsed | 0002| public-private partnerships to foster a renewed national | 0003| commitment to community service and volunteerism; | 0004| NOW, THEREFORE, BE IT RESOLVED that the house of | 0005| representatives encourage and request the state department of | 0006| public education to study the potential for using state, | 0007| federal, city and county public employees and retired | 0008| employees as volunteer substitute teachers; and | 0009| BE IT FURTHER RESOLVED that the state department of | 0010| public education develop and coordinate with the public | 0011| schools a pilot program; and | 0012| BE IT FURTHER RESOLVED that copies of this memorial be | 0013| transmitted to the state board of education, the state | 0014| superintendent of public instruction, the public school boards | 0015| and their superintendents. | 0016|  |
