APPROPRIATION.--Two hundred thousand dollars | 0016| ($200,000) is appropriated from the general fund to the board | 0017| of regents of the university of New Mexico for expenditure in | 0018| fiscal year 1999 for the purpose of developing and | 0019| implementing a student retention program for at-risk Native | 0020| American students enrolled in higher education at the | 0021| university of New Mexico branch located in the city of Gallup. | 0022| Any unexpended or unencumbered balance remaining at the end of | 0023| fiscal year 1999 shall revert to the general fund. | 0024| Section 2. EMERGENCY.--It is necessary for the public | 0025| peace, health and safety that this act take effect |
