  SENATE FLOOR AMENDMENT number 1 to HOUSE BILL 29, as amended

      1.  On page 1, line 13, after the semicolon, insert "DIRECTING
  THE PUBLIC SCHOOL CAPITAL OUTLAY COUNCIL TO GIVE PREFERENCE TO THE
  CAPITAL NEEDS OF THE DES MOINES SCHOOL DISTRICT;".
  
      2.  On page 2, line 9, before the period, insert ", provided
  that the public school capital outlay council shall give
  preference to the capital needs of the Des Moines school district
