0011| RENAMING THE LEGISLATOR SCHOLARSHIP PROGRAM AT THE NEW MEXICO

0012| MILITARY INSTITUTE THE "GENERAL RICHARD T. KNOWLES LEGISLATIVE
|
0013| SCHOLARSHIP PROGRAM".

0015| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0016| Section 1. Section 21-12-11 NMSA 1978 (being Laws 1989,
|
0017| Chapter 44, Section 1 and Laws 1989, Chapter 45, Section 1) is
|
0018| amended to read:
|
0019| "21-12-11. [LEGISLATOR] GENERAL RICHARD T. KNOWLES
|
0020| LEGISLATIVE SCHOLARSHIP PROGRAM CREATED--PURPOSE.--There is
|
0021| created the "[legislator] General Richard T. Knowles
|
0022| legislative scholarship program" at the New Mexico military
|
0023| institute. The purpose of the program is to increase the
|
0024| number of New Mexico residents attending the New Mexico
|
0025| military institute and to increase the opportunity for
|

0001| promising young people [that] who might not otherwise have
|
0002| the opportunity to participate in a military education and
|
0003| environment."

0004| Section 2. Section 21-12-12 NMSA 1978 (being Laws 1989,
|
0005| Chapter 44, Section 2 and Laws 1989, Chapter 45, Section 2) is
|
0006| amended to read:
|
0007| "21-12-12. PROGRAM ADMINISTRATION--CRITERIA.--
|
0008| A. The [legislator] General Richard T. Knowles
|
0009| legislative scholarship program shall be administered by the
|
0010| board of regents of the New Mexico military institute. The
|
0011| board of regents shall establish one hundred twelve
|
0012| scholarships available to New Mexico residents, one
|
0013| scholarship available [in] for each state legislative
|
0014| district.
|
0015| B. Annually, each state legislator may nominate
|
0016| four prospective scholarship recipients to the board of
|
0017| regents of the New Mexico military institute. If a
|
0018| legislator has no applicant from his or her district, that
|
0019| senator or representative may choose to nominate an applicant
|
0020| from a senate or representative district contiguous to his or
|
0021| her own, thus maintaining geographical diversity in the corps
|
0022| of cadets while affording a greater opportunity for more New
|
0023| Mexicans to receive a scholarship.
|
0024| C. Scholarships shall be awarded to qualifying New
|
0025| Mexico residents for a term not to exceed four years.

0001| D. The board of regents shall establish criteria
|
0002| for the awarding of scholarships. Criteria shall include
|
0003| scholastic ability, faculty recommendations, standardized test
|
0004| scores, letters of recommendation, school honors and
|
0005| extracurricular activities."
|
0006| Section 3. Section 21-12-13 NMSA 1978 (being Laws 1990,
|
0007| Chapter 109, Section 1) is amended to read:
|
0008| "21-12-13. FUND CREATED.--The "legislative scholarship
|
0009| fund" is created. No money appropriated to the fund or
|
0010| accruing to it through gifts, grants or bequests shall be
|
0011| transferred to another fund. The fund shall not revert at the
|
0012| end of any fiscal year. Any interest earned from investment
|
0013| of the fund shall be credited to the legislative scholarship
|
0014| fund for the purpose of implementing the General Richard T.
|
0015| Knowles legislative scholarship program. Money in the fund
|
0016| is appropriated to the New Mexico military institute."
