0011| REQUESTING THE ECONOMIC DEVELOPMENT DEPARTMENT, THE PUBLIC

0012| REGULATION COMMISSION AND THE GENERAL SERVICES DEPARTMENT TO

0013| PARTICIPATE IN A STUDY BY THE REGIONAL DEVELOPMENT CORPORATION
|
0014| CONCERNING TELECOMMUNICATION NEEDS IN NORTHERN NEW MEXICO.

0016| WHEREAS, the four counties of Los Alamos, Rio Arriba,
|
0017| Santa Fe and Taos and the municipalities and pueblos in that
|
0018| region are currently underserved by telecommunications
|
0019| technology; and
|
0020| WHEREAS, existing telephone services are fragmented among
|
0021| several regulated providers who have little reason to work
|
0022| together; and
|
0023| WHEREAS, the regional development corporation, a
|
0024| nonprofit organization, was formed to distribute funds from
|
0025| the federal department of energy to that four-county region to
|

0001| be used to mitigate changes at Los Alamos national laboratory
|
0002| that have a negative impact on the regional economy; and
|
0003| WHEREAS, the regional development corporation has
|
0004| determined that major advances in regional telecommunications
|
0005| are essential to the diversification and strengthening of the
|
0006| regional economy so that all communities may take advantage of
|
0007| their proximity to Los Alamos national laboratory; and
|
0008| WHEREAS, the regional development corporation has pledged
|
0009| one hundred thousand dollars ($100,000) for a study to define
|
0010| regional telecommunications needs, survey regional assets and
|
0011| examine regionally appropriate technologies, with additional
|
0012| funds available to begin implementation of a regional
|
0013| telecommunications system; and
|
0014| WHEREAS, support and participation by state entities,
|
0015| including the economic development department, the public
|
0016| regulation commission and the general services department,
|
0017| should be encouraged by the legislature as the regional
|
0018| development corporation addresses regulatory issues and
|
0019| regulatory bodies, as it works with existing utilities and
|
0020| utility service providers and as it plans for the
|
0021| implementation of this essential infrastructure;
|
0022| NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
|
0023| REPRESENTATIVES OF THE STATE OF NEW MEXICO that it encourage
|
0024| the economic development department, the public regulation
|
0025| commission and the general services department to work closely
|

0001| with the regional development corporation on this issue; and
|
0002| BE IT FURTHER RESOLVED that copies of this memorial be
|
0003| sent to the secretary of economic development, the secretary
|
0004| of general services and board members of the public regulation
|
0005| commission.
