0001| HOUSE JOINT MEMORIAL 16 | 0002| 43RD LEGISLATURE - STATE OF NEW MEXICO - SECOND SESSION, 1998 | 0003| INTRODUCED BY | 0004| PATSY TRUJILLO KNAUER | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE LEGISLATIVE COUNCIL TO DIRECT THE APPROPRIATE | 0012| COMMITTEE TO STUDY THE EFFECTIVENESS OF COOPERATION BETWEEN | 0013| THE LAW ENFORCEMENT COMMUNITY AND THE JUDICIARY IN THE | 0014| ENFORCEMENT OF RESTRAINING ORDERS AND ANTI-STALKING LAWS. | 0015| | 0016| WHEREAS, Gloria Zamora was murdered in 1996 in Santa Fe | 0017| by Jack Adams, a stalker who was free on bail and under a | 0018| restraining order; and | 0019| WHEREAS, also in 1996, Charlie Watson was shot and killed | 0020| in Albuquerque by his wife's father because Watson was | 0021| stalking his daughter in spite of an outstanding restraining | 0022| order; and | 0023| WHEREAS, a woman in Alamogordo has charged that a man has | 0024| threatened her life and violated a restraining order more than | 0025| thirty-eight times without long-term incarceration; and |

0001| WHEREAS, restraining orders have been issued against many | 0002| stalkers by judges trying to protect the victims and enforce | 0003| the law, but still people are harassed and killed by stalkers; | 0004| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0005| STATE OF NEW MEXICO that the legislative council direct the | 0006| appropriate interim committee to study cooperation between the | 0007| law enforcement community and the judiciary in the enforcement | 0008| of restraining orders and the state's anti-stalking law and | 0009| recommend legislation by November 1, 1998 to improve the | 0010| effectiveness of anti-stalking laws; and | 0011| BE IT FURTHER RESOLVED that copies of this memorial be | 0012| transmitted to the co-chairmen of the legislative council. | 0013|  | 0014| | 0015| | 0016| |
